Descripción: For more than two decades successive waves of People Power have acted as a paradoxical instrument of hegemony in the Philippines, serving to contain subversive social forces by reducing pressure for structural change from below. Much as Corazon Aquino forfeited People Power in the 1980s in favor of nascent globalization, Gloria Macapagal Arroyo’s more bellicose globalism serves as a neocolonial bulwark against today’s People Power. Insofar as the moderate reformism of People Power serves as a buffer against more extreme left resistance, its general eclipse has been a boon to the revival of a far more militant left. Resulting social unrest and capital flight, especially in this time of global recession, could require the government itself to reactivate People Power as a hedge against real insurrection.
