Indígenas y campesinos de diversas localidades mexicanas, fundamentalmente de la Sierra Norte de Puebla, se congregan durante cinco años en las instalaciones del Cesder, en Zautla, alrededor de una Licenciatura en Desarrollo Rural que les permitirá, una vez obtenido el título, poner en práctica, en sus propias comunidades, proyectos de desarrollo sostenible. En los últimos años se han introducido cursos sobre cultura, patrimonio e identidad, como forma de orientar a los alumnos en el aprendizaje relativo al valor del patrimonio, su inclusión en los museos y la difusión del mismo de cara al turismo. Dado que no se puede frenar el desarrollo turístico, es de especial interés que sean los propios actores quienes se formen, partiendo de su propia identidad local, con la finalidad de que gestionen y planifiquen proyectos que beneficien económicamente a la comunidad y provoquen el menor impacto socio-cultural posible.
