El Trópico es, por naturaleza, rico en vegetación. Venezuela es un país
tropical y su vegetación es abundante y diversa. Destaca su Patrimonio Forestal,
conformado por unas 50 millones de hectáreas de bosques altos y medios
potencialmente productores de materia prima para la industria maderera
nacional, además de unas 700 mil hectáreas de plantaciones, algunas
privadas, con el mismo fin. Una nueva normativa en materia de bosques y
gestión forestal promulgada en Junio de 2008 derogó el contenido forestal de
la anterior y obsoleta Ley Forestal, de Suelos y Aguas, redistribuyendo entre
diversos entes del Estado venezolano la competencia legal en materia forestal,
que era casi exclusiva del Ministerio del Poder Popular para el Ambiente;
en un intento por regular en forma mucho más efectiva su explotación y
aprovechamiento para beneficio del colectivo. El contenido normativo de este Decreto con Rango, Valor y Fuerza de Ley no difiere sustancialmente del
proyecto original presentado por el ente competente para discusión pública
según la ley, a pesar de las múltiples y variadas observaciones formuladas
por expertos, industriales, técnicos, investigadores y docentes, relacionados

country and its vegetation is abundant and diverse. Its forest patrimony,
made up of approximately 50 million hectares of tall and medium forests,
potentially produces raw materials for the national wood industry in addition
to 700 thousand hectares of plantation, some private, for the same purpose,
stand out. A new forest and forest management law, promulgated in June
2008, overturned the previous and obsolete Forest, Soil and Water Resource
Law. It redistributed the legal competency in forestry matters, previously
almost exclusively belonging to the Ministry for the People´s Power for the
Environment among diverse Venezuelan state offices. This was an attempt
to regulate in a more effective way its exploitation and use to benefit all. The
content of this decree with the rank, value, and the strength of a law is not
substantially different from the original project presented by the competent
office for public discussion according to law, despite the multiple and variety
of observations formulated by experts, industrialists, technicians, researchers
and professors related to this specific area of knowledge. |
