La investigación aborda el desarrollo teórico y metodológico de la
ordenación del territorio, como política del Estado y de la sociedad, en
relación con el catastro rural multiutilitario (componente ambiental, social,
jurídico y político administrativo), herramienta clave aplicada al municipio
como unidad orgánica catastral. El territorio, en su expresión continental,
es tanto rural como urbano y es justamente el catastro el que proporciona
la información esencial para ordenar un espacio geográfico de interés para
el Estado y la sociedad, siendo el municipio una de sus unidades políticoadministrativas
reconocidas. La relación del catastro en su acepción amplia
con fines múltiples, con el territorio, como parte sustantiva del espacio
geográfico objeto del poder y de la acción del Estado, y con el municipio
como unidad primaria de la división político-administrativa del país, es
de interés y actualidad para la acción y gestión pública, no sólo por su
significación fiscal, sino en el contexto de un proceso de planificación y
gestión como es la ordenación del territorio. La importancia de estos tres
elementos ha sido reconocida en la Constitución de la República Bolivariana
de Venezuela de 1999 y en el contexto de la dinámica social, económica
y ambiental del país que exige al Estado y a sus instituciones actuar en

development of the land-use planning like as a State and society policy
in connection with the multi-use rural cadastre (environmental, social,
legal component and political-administrative) as a key tool applied to the
municipality as a cadastral organic unit. The territory in continental expression
is as rural as urban and it is exactly the cadastre the one that provides
the essential information “to order” a geographical space of interest for the
State action and the society, where the municipality is one of the recognized
political-administrative units. The relationship of the cadastre in its wide
sense for multiple purposes, with the territory, as a fundamental part of the
geographical space, object of the power and of the State action, and with
the municipality as a primary unit of the political-administrative division of
the country, is of current interest for the action and public administration, not
only for their fiscal significance, but in the context of a process of planning
and admistration as it is the land-use planning. The importance of these
three elements has been recognized in the Constitution of the Bolivarian
Republic of Venezuela 1999 and, in the context of the social, economic and
environmental dynamics of the country that demands to the State and its
institutions to act for achieving the integral and sustainable development of
the nation. |
