Descripción: Nos proponemos argumentar recurriendo al marco jurídico vigente en Venezuela durante el lapso de 1989-2006, las propuestas de reforma del Estado en el aparato público, con especial atención al ámbito municipal. Se trata de una investigación de tipo teórica y documental, cuyos resultados arrojados evidencian que: a) La reforma de mediados de los ochenta, creo condiciones significativas en lo político, dada la posibilidad de los ciudadanos de elegir por votación directa y secreta a los Alcaldes y Presidentes de Juntas Parroquiales. Así mismo, se avanzó en lo administrativo, con la reforma de la Ley que rige la materia municipal, incluyendo mecanismos de consulta y colaboración de los ciudadanos en la gestión local. b) Producto de los cambios constitucionales de 1999, la gerencia municipal se perfila bajo una orientación participativa, en la cual el ciudadano es sujeto de gestión, a través de su participación en la formulación, ejecución y control de las políticas públicas. Se concluye, que la aprobación en 1999 de un nuevo texto constitucional y del conjunto de leyes aprobadas en el marco de esta, ubican a la reforma del Estado en otro contexto sociopolítico, donde la descentralización y la participación ciudadana constituyen procesos clave para la transformación de la gerencia pública, planteando nuevos retos y exigencias tanto para el Estado como para la sociedad.

We set out to argue resorting to the effective legal frame in Venezuela during the lapse of 1989-2006, the proposals of reform of the State in the public apparatus, with special attention to the municipal scope. One is an investigation of theoretical and documentary type, whose thrown results demonstrate that: a) The reform of the half-full ones of the eighty, I create significant conditions in the politician, given the possibility of the citizens of choosing by direct and secret voting to the Mayors and Presidents of Parochial Meetings. Also, one advanced in the administrative thing, with the reform of the Law that governs the municipal matter, including mechanisms of consultation and collaboration of the citizens in the local management. b) Product of the constitutional changes of 1999, the municipal management is outlined under a participativa direction, in which the citizen is subject of management, through his participation in the formulation, execution and control of the public policies. One concludes, that the approval in 1999 of a new constitutional text and the set of laws approved within the framework of this, locates to the reform of the State in another sociopolítico context, where the decentralization and the citizen participation constitute processes nails for the transformation of the public management, raising new challenges and exigencies as much for the State as for the society.
