Descripción: La dignidad de la persona es el fundamento ontológico y axiológico del actuar ético, jurídico y político del ciudadano de un país determinado en la actualidad. Sin embargo, el análisis del comportamiento humano ante las catástrofes es lamentable y más por las condiciones de vulnerabilidad y desprotección en que se encuentran las víctimas de la calamidad. En pleno siglo XXI, la “aldea global” y tecnificada ha metamorfoseado al ser-observador, lo ha insensibilizado de tal manera que no es capaz-de-actuar ante otros-seres que tienden-la-mano, piden-ser-escuchados o simplemente, sufren-su-dolor o angustia. El damnificado y el allegado del agraviado, exacerba su instinto y competencias de supervivencia: la altruista, la de solidaridad, la egoísta-narcisista o para soliviantar y anarquizar el medio. Generalmente, si bien ante la situación de catástrofe se establece un ambiente de colaboración y de asistencia desinteresada, en paralelo, hay grupos insensatos en pro de un beneficio personal o fomentando el desconcierto. Emerge así, una total falta de respeto por la dignidad y los derechos humanos, alterando la prioridad de asistencia, dotación de recursos y servicios en los sitios de mayor necesidad. Paralelamente, se cometen frecuentes abusos y violaciones de los derechos civiles y del derecho internacional humanitario. Los Estados deben ser garantes del derecho a la salud, del bienestar social y de la seguridad ciudadana, deben garantizar efectivamente el apoyo especializado y financiero inmediato al sobrevenir una situación de catástrofe; Así mismo, este tiene que dar oportuna respuesta de los organismos internacionales y multinacionales del orbe que se prestan a solventar esta situación en su fase crítica. La colaboración de las personas debe dirigirse a lo que es requerido y cómo es solicitado para un apto y oportuno uso por los responsables de la prestación del servicio ante la comunidad necesitada. La gestión rectora, articuladora y de prestación de servicios debe actuar con métodos técnicos y éticos, sociales y jurídicos en pro del colectivo y de toda persona víctima de este siniestro. La vivencia y experiencia de la vulnerabilidad de la persona permite reforzar la esencia de su ser y de su responsabilidad ancestral del cuidado del Edén. De esta manera, la solidaridad se constituye en el mejor instrumento de restitución de los valores humanos y como promotor de la dignidad y vida en general.

Emerge and a total lack of respect for the dignity and human rights, altering the care priority, allocation of resources and services in places of greatest need. In parallel, commit frequent abuses and violations of civil rights and international humanitarian law. States must guarantee the right to health, social welfare and security, should ensure effective and immediate financial specialist support to a catastrophic event occur, Furthermore, It has to provide a timely response from international agencies and multinationals in the world that lend themselves to solve this situation in its critical phase. The cooperation of the people should go to what is required and how it is applied to a suitable and appropriate use by those responsible for the provision of service to the community in need. Management leadership, articulating and services must act with technical methods and ethical, social and legal case for the collective and all victims of this incident. The experience and expertise of the vulnerability of the person reinforces the essence of their being and their ancestral responsibility for the Eden care. In this way, solidarity is the best instrument for the return of human values and in promoting the dignity and life in general.
