Descripción: El agua es un bien abundante en el planeta Tierra y los seres humanos son su principal agente contaminante, en detrimento de su calidad de vida. Incluida la Constitución Nacional, la normativa venezolana es abundante en disposiciones legales para obligar a los ciudadanos a la conservación, protección y uso racional del recurso agua, en procura de satisfacer sus necesidades básicas, y para que al mismo tiempo colaboren con las autoridades competentes en la gestión eficiente y sustentable del vital líquido. En este documento, se hace una revisión sencilla del marco jurídico que regula la gestión del recurso agua en Venezuela, con el propósito de identificar los aspectos esenciales a ser tomados en cuenta en dicha gestión, así como los actores gubernamentales y sociales involucrados en la misma, para que los ciudadanos adquieran el conocimiento mínimo legal sobre el tema y se involucren activamente y con conocimiento de causa en la cogestión del agua en sus comunidades.

Water is an abundant resource on Earth and human beings are its main polluting agents affecting their quality of life in a negative way. Starting with our National Constitution, Venezuelan law has a great deal of legal restraints to force citizens preserve, protect and rationally use water resource in order to satisfy basic needs and, at the same time, make them contribute with the authorities in the efficient and sustainable management of the vital resource. In this paper, we aim at making a slight review of the legal framework that regulates water management in Venezuela, trying to identify the essential facts that should be taken in account for this management, as well as the social and governmental actors dealing with this matter, so that our inhabitants get the minimum legal knowledge about this subject and get actively involved in the water co-management in the communities they belong to.
