Descripción: Guápulo es una zona en Quito que presenta una topografía y un paisaje únicos, mostrando ser un balcón hacia los valles de Cumbayá y Tumbaco. Posee un gran valor patrimonial, turístico y cultural, sin embargo a pesar de estas características no ha sido valorada como tal. En la última década, el Municipio de Quito ha desarrollado planes por rescatar y desarrollar esta zona. Guápulo es en gran parte una zona residencial, sin embargo un alto porcentaje de sus edificaciones no respeta las normas y regulaciones impuestas o son invasiones. Por otra parte, existen edificaciones que son patrimonio cultural, como la iglesia, el convento; asimismo, residencias de embajadas, lo cual suma importancia a este tradicional barrio quiteño. En contraste, estas edificaciones, su entorno y ubicación generan un paisaje muy particular con condiciones determinantes para un proyecto arquitectónico. La música y el arte forman parte de la esencia cultural de este sector. Por las razones expuestas, mi tesis propone la creación de un Instituto de Cine y Arte, funcionando como un lugar de identidad, contextualizado dentro de las condiciones particulares del sector. El lugar beneficiará no solo a la comunidad artística, sino también al desarrollo cultural de la zona y de toda la ciudad. Será un vínculo entre la comunidad y la cultura. Como es de conocimiento, el cine es considerado como el séptimo arte; el cine, por ser arte e industria a la vez, tiene la capacidad de atraer grandes audiencias (no hay cine sin espectador). Es necesario entonces la creación de espacios que estimulen al desarrollo de esta actividad y que además atraiga a otros sectores de la población a sentirse identificados con él, como parte integral de la cultura.
Guápulo Quito is an area that has a unique topography and landscape, proving to be a balcony to the valleys of Cumbayá and Tumbaco. It has a great historical value, tourism and culture, yet despite these characteristics has not been assessed as such. In the last decade, the Municipality of Quito has developed plans to rescue and develop this area. Guápulo is largely a residential area, however a large percentage of the buildings does not respect the rules and regulations, they are imposed or invasions. Moreover, there are heritage buildings, like the church, the convent, and also embassies, which add importance to this traditional neighborhood of Quito. In contrast, these buildings, environment and generate location very particular landscape defining conditions for an architectural project. Music and art are part of the cultural essence of this sector. For these reasons, my thesis proposes the creation of an Institute for Film and Arts, functioning as a place of identity, contextualized within the specific conditions of the sector. The place will not only benefit the artistic community, but also to the cultural development of the area and the entire city. Be a link between the community and culture. As you know, the film is regarded as the seventh art, cinema, art and industry being at a time, have the ability to attract large audiences (no theater without spectators). It is therefore necessary to create spaces that stimulate the development of this activity and also attract other sectors of the population to feel identified with it, as an integral part of culture.
