Descripción: In his inaugural address on January 20th, 1947, President Truman recommended a “bold new program for making the benefit of our scientific advantages and industrial progress available for the improvement and growth of underdeveloped areas.” This short sentence, which became known as Point Four, expressed an idea which is of continuing interest to all economists. It is believed that the rate of economic development of the underdeveloped countries could be greatly increased if the latter could utilise the scientific knowledge and technology of the developed countries.
