Descripción: El proyecto Sistema Territorial de Información Integrada de los Patrimonios (STIIP) se basa en la realización del diseño y desarrollo del prototipo de geoportal en el marco del diseño conceptual, para el Ministerio Coordinador de Patrimonio del Ecuador (MCP). Este proyecto tiene el propósito de integrar y georreferenciar la información de todas las instituciones coordinadas por el MCP para la creación, análisis, búsqueda y presentación de datos e indicadores patrimoniales del Ecuador. En el diseño conceptual, se evalúa las instituciones del Consejo Sectorial del Patrimonio y se analiza los requerimientos para la creación de un Sistema de Gestión Documental interinstitucional. Además, se diseña una estructura de funcionamiento en diversos niveles y procesos para el sistema de información territorial. Luego, se desarrolla el prototipo de un motor de búsqueda, cuyo núcleo es el metadato en el índice del servidor Apache Solr, y un geoportal, con las herramientas de software MapServer y una base de datos de los territorios georreferenciada en PostgreSQL y PostGIS. El rendimiento del motor de búsqueda registró un tiempo de búsqueda de 0.5 segundos para 1.2 millones de términos únicos. El proyecto STIIP logró integrar la información georreferenciada del patrimonio de todo el país y mejorar la eficiencia en el manejo de datos, toma de decisiones, transparencia de la información y participación ciudadana.
The Project Integrated Territorial Information System of Heritage (ITISH, or STIIP in spanish) is based in the elaboration of the design and development of the prototype of a geoportal under the conceptual design, for the Ministry Coordinator of Heritage of Ecuador (MCH). This project pretends to integrate and georeference the information of all of the MCH’s coordinated institutions for the creation, analysis, search, and display of the heritage data and indicators from all over Ecuador. The conceptual design, evaluate the institutions of the Heritage Sectorial Council and analyze the requirements for the creation of an interinstitutional Document Management System. It is also designed the operating structure in different levels and processes for the territorial information system. Later, it is developed the prototype of a search engine, which core is the metadata of the index from Apache Solr server; and a geoportal, using the software tools MapServer, and a georeferenced territories data base in PostgreSQL and PostGIS. The overall performance of the search engine registered a query speed time of 0.5 seconds for 1.2 million unique terms. The Project ITISH achieved to integrate the georeferenced information of the country’s heritage and improve the efficiency of data management the decision making, transparency of information, and citizen participation.
