| Descripción: | This paper examines the forces responsible for the emergence of policy choices and innovations in the area of federal student assistance in Canada in the late 1990’s. These initiatives - centred around the ‘Canada Opportunities Strategy”- are well known for promoting a much stronger role for the federal government in student support, but also for introducing controversial policy instruments such as the Canada Millennium Foundation. Using data from a large series of interviews as well as the tools of public policy analysis, we explore the neglected role of institutions, policy networks, and the strategic interests of both state and non-state actors who were involved in the process. Our analysis provides a new lens on student assistance policies, explaining not only the influence of factors such as Canadian federalism, but also what some have regarded as the seemingly awkward and inconsistent features of the policy regime itself. |
