| Descripción: | Abstract: This article appraises attempts by some researchers to read a "power shift'' thesis into recent regulatory decisions in Canadian telecommunications. While such arguments are predicated on a radical transformation of political and economic power brought about by technological and regulatory change, this article demonstrates that these assertions are without warrant. Instead, evidence is presented showing that recent developments--regulatory, economic, and technological--indicate the extension of power along the three major axes of power in the Canadian telecommunications systems: the federal government, telecommunications providers, and major user groups. Contemporary regulatory changes increase the scope of the federal government in reconciling the interests of the latter two groups, as communication policy is transformed into state-sponsored industrial policy. Résumé: Cet article évalue les affirmations faites par certains chercheurs, que des décisions législatives récentes dans le secteur des télécommunications au Canada produiront un ``transfert de pouvoir.'' Un tel transfert résulterait d'une transformation radicale du pouvoir politique et économique amené par des changements technologiques et législatifs. Cet article démontre que ces affirmations d'un transfert de pouvoir sont sans fondement. Il semble plutôt que des développements récents--législatifs, économiques et technologiques--indiquent l'extension du pouvoir le long des trois axes majeurs des télécommunications au Canada: le gouvernement fédéral, les pourvoyeurs de télécommunications et les principaux groupes d'utilisateurs. Des changements législatifs contemporains augmentent la capacité du gouvernement fédéral à réconcilier les intérêts de ces deux derniers groupes, tout comme les politiques en communications se voient transformer en politiques industrielles appuyées par l'État. |
