Descripción: Open government is aiming to change the way the government, understood as the data producer, relates to the users of this information. It is in this relationship where the figure of the data intermediary arises, which plays the role of facilitator in the process of communication between government agencies and users. Governmental open data intermediary's participation will become increasingly important with the escalation of open government initiatives. This paper contributes to a better understanding of these intermediaries by applying the technology enactment framework to the case of AidData. This analysis describes and explains AidData according to variables such as (1) organizational structures and processes; (2) institutional arrangements; and (3) contextual factors, and the effects that these types of variables have on the characteristics of the technology in use and the organizational results. It was found that some of these variables clearly influence, among other things, the methodologies and the final products that AidData offers. It was also noted that institutional and contextual factors significantly affect the size and duration of projects.
El gobierno abierto aspira a modificar la manera como se relaciona el gobierno, entendido como productor de datos, con los usuarios de esta información. Es en esta relación donde surge la figura del intermediario de datos, quien juega el papel de facilitador en el proceso de comunicación entre las agencias de gobierno y los usuarios. Consideramos que la participación de este intermediario irá cobrando más importancia con el incremento de las iniciativas de gobierno abierto. Este documento contribuye a un mejor entendimiento de estos intermediarios por medio de la aplicación del marco de la promulgación tecnológica al caso de estudio de AidData. Este análisis describe y explica a AidData en función de variables como (1) estructuras y procesos organizacionales; (2) arreglos institucionales; y (3) factores contextuales, y los efectos que tienen este tipo de variables en las características de la tecnología usada y los resultados organizacionales. Se encontró que algunas de estas variables claramente influyen, entre otras cosas, en las metodologías y los productos finales que ofrece AidData. También se observó que algunos factores institucionales y contextuales afectan de manera importante el tamaño y la duración de los proyectos.
