El objetivo de este trabajo es el análisis de la evolución de la vulnerabilidad frente al riesgo de inundación en el sector meridional de la Región de Murcia desde el punto de vista social, haciendo especial hincapié en el marco jurídico y político que ha propiciado en buena medida a la aparición de nuevos espacios afectados por las inundaciones. Se parte de la consideración de que el daño que han producido las avenidas de forma secular se debe, en su mayor parte, a una inadecuada ocupación del territorio que deriva de la ignorancia de sus características ambientales, la deliberada marginación de estos caracteres al primar otros intereses. Contra un proceso de estas características sólo parece posible luchar mediante políticas adecuadas de ordenación territorial y de planeamiento urbano. Sin embargo éstas, en la actualidad, no parecen tener un gran papel, en evitar la aparición de nuevos espacios de catástrofe. Abstract The aim of this work is the analysis of the evolution of the vulnerability opposite to the risk of flood in the southern sector of the Region of Murcia from the social point of view, doing special support in the juridical and political frame that it has caused mostly to the appearance of new spaces affected by the floods. It splits of the consideration that the damage that there have produced the avenues of secular form owes, in his most, to an inadequate occupation of the territory that derives from the ignorance of his environmental characteristics, the deliberate marginalization of these characters on having given priority to other interests. Against a process of these characteristics only it seems to be possible to fight by means of suitable policies of territorial ordination and of urban planning.Nevertheless these, at present, do not seem to have a great role, in avoiding the appearance of new spaces of catastrophe. |
