A consensus between the reformers of the public administration exists on a matter that changes are not decreed, but that these require, for their effective fulfillment of certain conditions, like stimulation of actors affected by the reforms, to recognize the new scenario like favorable and therefore, to act in its name. Under this premise, this paper analyzes the voluntary fulfillment of the taxes payment as reformative institution of the Venezuelan tax system, which has implied the development of a formal incentives structure promoting the initiative of conscious tax payment. Existe consenso entre los reformadores de la administración pública en torno a que los cambios no se decretan, sino que estos requieren para su efectiva realización de ciertas condiciones que incentiven a los actores afectados por las reformas a reconocer el nuevo escenario como propicio y por ende, a actuar en favor del mismo. Bajo dicha premisa, este trabajo analiza el cumplimiento voluntario como una institución de la reforma del sistema tributario venezolano, lo cual ha implicado el desarrollo de una estructura de incentivos formales que promuevan el pago impositivo consciente de los contribuyentes. |
