Descripción: El objetivo del presente trabajo es analizar e identificar el significado de institución, cómo esta tipología arquitectónica a sido de gran importancia para el hombre desde la antigua Gracia hasta hoy en día. Una vez entendido cual es el verdadero significado de institución, se afirma que fue establecida por el consenso humano, con el objetivo de generar ciudad, integrar a la misma y ser una imagen de su ciudadanía. En este caso dicho acuerdo es la convivencia humana en ciudad, con este concepto presente, la convivencia del ciudadano se vuelve de suma importancia en la sociedad. Cuando partes de la ciudad carecen de esta voluntad de convivir se reflejan en la débil importancia al espacio público y a la tolerancia, deberes y derechos, que implica vivir en grupo. El sector norte de la ciudad de Quito se caracteriza por un crecimiento descontrolado, por el cual justamente carece de espacio publico y verde, de lugares de interacción social. A pesar del hecho de convivir y formar ciudad estos espacios no existen y son vacíos de la misma que generan problemas. Con la intención de recuperar dichos espacios y otorgar la importancia debida a la institución administrativa que es la encargada de la ley y convivencia la propuesta es generar un centro cívico y administrativo para la zona de la Delicia.
The principle objective from this investigation is to analyze and identify the meaning of institution, how this type of architecture has been of great importance to man since ancient Greece until today. Once understood what the real meaning of institution, state that was established by the human agreement, with the goal of generating city, integrate it and be a picture of their citizens. In this case the agreement is human living in town, with this concept in mind, the citizen coexistence becomes very important in society. When parts of the city have no will to live is reflected in the low importance to public space and tolerance, rights and duties, which means living in groups. The northern sector of the city of Quito is characterized by uncontrolled growth, for which just lacks public space and green places of social interaction. Despite the fact city live and train these spaces do not exist and are empty of it that create problems. In order to recover these spaces and give due weight to the administrative agency that is responsible for the law and living the proposal is to create a civic center and administrative for la Delicia.
